Ring Around The City: Wellington's New Suburbs 1900-1930. Wellington's population was growing rapidly by the early 1900s, with overcrowding on the flat land boxed between harbour and hills. Water supply and waste disposal systems were slow to arrive, so cholera and typhus were of great concern. Suburban growth, on or beyond the hills, was needed. Trams soon conveyed people between work and home, and within two decades most surrounding boroughs had become part of the city and were covered in new houses. Ring Around the City takes Kilbirnie and Kelburn as case studies to describe Wellington's growth and relates them to other suburbs, contrasting the city council's tramway system and the privately-run Kelburn cable car.
